What you will learn

  • Define probity for a UAE licence holder and identify the federal provisions that make accuracy and honesty legal duties.
  • Place conduct on the line from honest error through carelessness to dishonesty, and see how hiding a mistake can become the bigger problem.
  • Complete licence applications truthfully, knowing how the PQR, checks with the institutions that issued your documents and good standing certificates will check what you declare about history, exams and breaks.
  • Describe why false CPD claims and inaccurate renewal declarations become disciplinary or criminal matters.
  • Correct records and add late entries openly, in line with Cabinet Resolution No. 40 of 2019, the DHA Code of Ethics and Federal Law No. 2 of 2019.
  • Sign sick notes, medical reports and fitness-to-work certificates only after proper assessment and within your licensed scope.
  • Spot and disclose conflicts of interest, handle gifts, samples and industry contact under DHA, DOH and federal rules, and say no to any payment for referrals.
  • Apply research integrity and truthful advertising standards to audits, publications and online profiles.
  • Outline how MOHAP, the DHA, DOH, SHA and DHCR investigate and penalise probity concerns, including precautionary suspension and grievance deadlines.
  • Answer a probity concern honestly and write a reflective account that shows insight and checkable remediation.

About this course

Probity concerns often start with a shortcut that seemed harmless at the time: a sick leave certificate written for a patient nobody examined, a note tidied up after a complaint arrived, a past investigation left off a licence application, a CPD certificate claimed for a session never attended. This course shows where honesty is tested in UAE practice and how to stay on the right side of the line. It covers licensing and primary source verification, good standing and declarations, records and late entries, sick leave certificates, medical reports and fitness certificates, conflicts of interest, gifts and samples, referral commissions and unnecessary tests, research, advertising and online profiles.

It applies to physicians, dentists, nurses and midwives, pharmacists and allied health professionals under the DHA, DOH, MOHAP, SHA or DHCR. It matters most at moments of change, such as a move to a new authority or a renewal, and when someone (a patient, your employer, an insurer or the authority itself) has queried something you wrote, signed, claimed or declared.

In the UAE, dishonesty can lead well beyond a warning. Federal Decree-Law No. 4 of 2016 requires every professional to work with accuracy and honesty, Federal Law No. 5 of 2019 bars referral commissions and steering patients, the DHA licensing manual warns that fraudulent CPD claims lead to disciplinary action, and in March 2026 the DOH suspended staff pending referral to the Public Prosecution after finding sick leave certificates issued without examination and manipulated medical records. The final sections explain how probity concerns are investigated and penalised, how to answer one with candour, and how insight and checkable remediation can help you show that a lapse will not be repeated.

How this course helps after a concern

A probity concern is judged on two things: what you did, and how honestly you account for it now. Committees and licensing authorities in the UAE look closely at whether a professional minimises, shifts blame or gives a precise and candid explanation. This course helps you place your conduct on the line between honest error, carelessness and dishonesty, understand the federal and emirate rules that applied, and set out the practical systems you have put in place so a lapse cannot recur.

The certificate shows when you completed two hours of focused learning on honesty in licensing, records, certificates and money. The reflective account matters more: it asks you to name exactly what happened, why it was wrong, why it happened and what has changed, which is the structure panels tend to look for. Pair it with verifiable steps, such as an audited record correction process, and take legal or insurer advice before responding to any formal concern.

What you will have at the end

  • A certificate of completion showing the course title, 2 hours (estimated) and your completion date
  • A reflective account that sets out what happened, why it was wrong and what you have changed
  • A remediation plan built on steps an employer or committee can verify, not just intentions
  • A personal checklist for sick leave certificates, medical reports and fitness certificates
  • A clear record of how to declare conflicts of interest, gifts and past history in your file

A scenario from UAE practice

A renewal file, a missing month and a borrowed module

Consider, for illustration, a pharmacist in Ajman preparing to move to a hospital post in Dubai. To save time, a colleague offers to share CPD module completions from an online platform they both use. The pharmacist also leaves a short period of unemployment off the application, reasoning that it was only a few weeks and has nothing to do with competence.

During primary source verification, the dates on the experience certificate do not match the CV. The new authority asks for an explanation, and the CPD provider, queried separately, confirms that two modules were logged from the same account at the same time. What began as two shortcuts is now a question about the honesty of the whole application, which is often treated more seriously than the original gap would have been.

The course addresses each step. Section 3 explains how the PQR, verification and good standing checks test what you declare, and why CPD claims and renewal declarations matter. Section 7 covers how such concerns reach the authority, the sanctions and the response deadlines. Section 8 shows how to give a candid account, show insight and build a remediation plan that a new employer can check.

Illustrative example, not a real case.

Section by section

  1. Honesty and integrity as a UAE practitionerDefines probity for a UAE licence holder across records, licensing files, CVs and reports, and shows how committees separate a genuine slip from carelessness and deliberate deception, and how hiding an error turns it into a probity concern.
  2. Laws and rules that require honestySets out the federal laws that make accuracy and honesty legal duties, the criminal exposure for false licensing documents, and the probity provisions in the DHA code of ethics, the DOH integrity policy and MOHAP, SHA and DHCR rules.
  3. Truthful licence applications, renewals and CPD claimsExplains how the PQR and primary source verification check every document, what a good standing certificate reveals and what you must disclose, and why exaggerated CVs, titles, CPD claims and renewal declarations become disciplinary matters.
  4. Truthful clinical notes, certificates and reportsTeaches how to correct records and add late entries openly, when a sick leave certificate is justified, and how to write honest medical reports, fitness certificates and data returns that third parties will rely on.
  5. Financial interests, gifts and paymentsCovers how to recognise, declare and manage conflicts of interest, the DHA and DOH tests for gifts, hospitality, samples and sponsored education, and the federal ban on referral commissions, patient steering, unnecessary tests and hidden fees.
  6. Integrity in research and in publicExplains the legal requirements for research on human subjects, integrity standards for audit and publication, and the probity principle behind UAE advertising rules: claims about qualifications, results and prices must be true and fairly presented.
  7. Facing an allegation of dishonestyShows how probity concerns surface through verification, audits, insurers and complaints, compares federal and emirate sanctions including precautionary suspension, sets out grievance deadlines, and explains how to answer a concern with candour.
  8. Learning from a lapse and staying honest each dayDescribes what genuine insight into a lapse looks like and how UAE authorities use remedial measures, then builds a verifiable remediation plan and daily habits that make dishonesty unlikely, including speaking up about others.
  9. Bringing it togetherDraws the course together into ten points to take away, from honest licensing files to transparent record corrections and candid responses when your conduct is questioned.
  10. Bibliography and useful linksLists the federal legislation, unified licensing requirements and DHA, DOH, SHA and DHCR documents the course draws on, noting that the Arabic text of laws prevails and standards should be checked for the current edition.
  11. Your written reflectionGuides you to write a reflection that shows an accurate understanding of what happened, real learning and a checkable change in practice, whether you are studying for development or because a concern has been raised.

Write it in your own words and leave out anything that could identify a patient, a colleague or a case. If you have an open complaint or case, talk to your adviser before reflecting on it in writing.

Questions about this course

What counts as a probity concern in UAE practice?

Any question about your honesty or integrity: altered or back-dated records, certificates or reports that do not reflect an assessment, inaccurate licence or renewal declarations, false CPD claims, undeclared conflicts of interest, referral commissions, misleading advertising or titles, and dishonesty in research. Concerns can come from patients, employers, insurers, audits or the authority itself.

Can I write a sick leave certificate for a patient I have not examined?

The course treats a sick leave certificate as a clinical document that must follow a proper assessment within your licensed scope. In March 2026 the DOH acted against staff at several facilities over certificates issued without examination. Where your facility is licensed to provide telehealth, follow your authority's telehealth rules on what a remote assessment allows.

Do I need to disclose a past investigation when I apply to another emirate?

Yes, declarations must be complete and accurate. A good standing certificate no older than six months is needed for a new licence, and it reflects disciplinary history; the DHA issues a current status certificate while an investigation or appeal is open. Leaving something out of an application can create a more serious concern than the original matter.

Is adding a late entry to a record dishonest?

Not if it is clearly labelled as a late entry, dated when written and made under your facility's policy. Changing or deleting existing entries is different: in Dubai, altering or deleting medical file data against DHA instructions is a listed violation. The course shows how to correct records transparently.

Can this course help if my honesty is being investigated?

It can help you understand the standard in question, reflect honestly on your conduct and plan remediation you can evidence. It does not decide any outcome. Take advice from your insurer or a UAE lawyer before responding, and check with the body handling your case before relying on any course to meet a requirement it has set.

Will it count towards my CPD?

Your licensing authority decides how any learning counts towards your CPD or a requirement it has set. Never describe this or any certificate as something it is not in a renewal file.

What will I need to complete?

Eight short teaching sections (about two hours of online study), a knowledge check after each, and a final 20-question scenario assessment with a pass mark of 80%, which means 16 correct answers. On passing you receive your certificate and a structured reflective account.
